Madagascar is revamping its national electoral register with biometric identification for the 2027 elections, aiming to sharpen voter lists, improve identification, and strengthen the legitimacy of the poll. The move follows contestation and allegations of irregularities in past votes.
The shift reflects a broader African trend. Over two decades, numerous African nations have adopted biometric technologies to register or identify voters, each time promising to curb fraud and improve election quality. Yet research on the technology's actual impact tells a more nuanced story.
Technology can strengthen administrative reliability, but only where institutions themselves command credibility.
What biometric systems can—and cannot—do
The turn to biometry responds to real administrative challenges. In many African countries, civil registry systems remain incomplete or unevenly maintained, making voter identification a major task for electoral authorities. Biometric devices, in theory, can improve the quality of electoral rolls by reducing multiple registrations, duplicates, and certain forms of documentary fraud.
Academic work by Alan Gelb and Anna Diofasi shows that these technologies can strengthen the administrative reliability of voter lists—particularly by lowering the risk of heavily disputed elections that might escalate to violence. The caveat is substantial: they must be deployed rigorously and within appropriate institutional settings.
Mixed results across the continent
Ghana illustrates one outcome. From 2012 onward, the introduction of biometric registration and verification helped deduplicate lists and cut multiple registrations. This contributed to fewer contestations focused on register reliability, even though elections remained politically contested.
Cameroon's case is instructive in a different way. Biometrics there did help formalize and secure electoral registers. Yet their effect on reducing electoral crises remained limited when the institutions themselves were distrusted. Their effectiveness in preventing broader fraud remained weak.
The lesson is clear: biometric technology can address specific technical problems—duplicate names, fraudulent papers—but it cannot manufacture political trust where none exists. In Madagascar, as across Africa, the system's credibility will ultimately rest not on fingerprints or iris scans alone, but on whether voters and parties believe the institutions deploying them are genuinely impartial.
